Nothing.
This self imposed isolation just does not work. Unless you want some sort of police state where there are patrols and people checking up on the self isolates. Which none of us want.

Catching the virus is a pretty strong deterrent because most people don't want to die.

Regardless, catching the worst flu you've ever had and being a carrier risking the health of those around you over a certain age should be a strong enough deterrent assuming you're healthy and under a certain age.

Your question misses the point. No one is suggesting total hermetic isolation is the goal, or even achievable in a free society.
Limiting social contact helps to contain the spread of a highly infectious virus. Think about it, if you limit your trips to the store to once every two weeks instead of 3 times a week you drastically reduce your chance of being exposed and passing it on.
The point is to slow its spread so our healthcare system won't be completely overwhelmed all at one time. If you're unlucky or careless enough to come down with a severe case of Covid-19 and need to go to the hospital to get hooked up to a respirator, what do you think your chances are if you show up and there are neither beds nor respirators because every single one is taken?
This is the medical reality of the current moment, at least in the states most afflicted.
In Australia there will be fines for people not following the direction correctly - plus there is the possibility of police 'spot checks' to ensure people are doing the right thing.
