The Kingdom seems more interesting

Currently Alexandria. Michonne is a strong leader and Aaron is a good adviser.
Hilltop is run by Tara. No way!
The Kingdom is run by Zeke and Carol. Judging by the way they raised Henry, they have no idea what they are doing.
Oceanside is an unknown at this point.
The Whisperers have no stability and are run by a mad woman.

Alexandria wins.

Alexandria seems like a pretty nice place to settle down
High walls, gardens, swanky houses...

Right at the moment, Oceanside. It's the only one the Whisperers don't know about (for now), plus it's the farthest away from their territory and the hardest to attack with a stampede of walkers. If you had kids you could leave them there and be pretty sure they wouldn't end up with their heads on pikes!
