Her character in Poker Face was inspired by Peter Falk's Columbo. That's why she speaks that way.

She speaks exactly the same way in Russian Doll so it's just her acting/speaking style now.

Her horrible voice is so because she is a heavy chain smoker and has been for years, she says she's given it up, but I don't think so. Just think what her lungs must look like!
