Not sure what his name is but Mr Bob Borger has the singlemost annoying voice in the world. Can't believe they would center an entire film around his voice, it's horrible. That stupid smug sarcastic "well I dunno what's going here" shtick is so annoying. I love Sam Raimi but I'm not sure if I could sit through the whole movie.

I think you nailed it with "smug and sarcastic". If there was such a thing as a punchable voice, it's this exact one.
