The obvious answer would be they're his lost family but the girl keeps referring to him as Max (and only once as Pa). They've reminded me of the family VanDamme was protecting in Cyborg, this girl and woman were not his actual family, just some people he accidentally stumbled upon.
They're a mother and daughter that Max couldn't save from a villain named Scrotus. Scrotus was Immortan Joe's son. This is explained in the Mad Max videogame. The game is basically a prequel to Fury Road.

shareVan Damme! LOL! Some people actually thought it was the Feral Kid from The Road Warrior but I had to quickly shoot that down. He grew up and lived to an old age so no it’s not him but that kid in the movie (flashbacks) you can say resembles him.
