If the bullies were "Stephen King" levels of psychotic...
Then the movie would've been better and the "Jigsaw" traps would've been more satisfying. What I mean by that; if the bullies were beating up the victims and there was other real acts of cruelty, then the torture later in the film would've not only payed off, it would felt so good to see them get what's coming to them! The bullies just taunt them and the only physical harm they cause is by pushing them and it's not even that violent. That was a big missed opportunity to make you root for the vicitms.
