I happen to live in a building similar to Dahmer's. You hear noises all the time. You can smell weed in your room when the guy next door or above me is smoking it. The smell of flesh decomposing is horrible. They called the police over and over (like some of my neighbors do when somebody smokes tobacco outside or when they have a fight between themselves) and nothing happened. If Dahmer was black there would have probably been no difference in the outcoming. This guy was a monster and a product of a broken home and a nasty educational and social system. If anything, this is a severe criticism on capitalism, pretty much like American Psycho is.
