Nah... We saw them having electricity and radio and other connection. There were freaking helicopters flying. Cars riding.
The moment humans found out how to make electricity - progress jumped miles ahead.
Civilized people in USA and Europe would not live kike that 12 years after apocalypse when zombies are no threat.
Even few years after we were shown communities that was having electricity from solar panels.
People would gather en masses, create community with leaders, army like guards and would clean up streets and be back to cat least small cities to live in houses. While simultaneously expanding safe zones and killing zombies and building protective fences. There would be gangs of course. But not just gangs like we see in TWD universe.
And Europeans would be back to normal faster. As they are not as aggressive as people in USA. There is no reason to not be. People during Roman Empire and then for 2000 years had a working societies even without electricity. It was not perfect and wars occurred. But still they were building cities, traveling, doing art and progressed. There were police like structures, courts, prisons to sustain order.
NOW people know everything. They have cars, tractors, gasoline and electricity. There are equipment in hospitals. And most of the stuff is still intact. Some people go crazy and become barbarians. But not everyone. People WOULD want to back to normal as fast as they can.
Europe biggest problem would be overpopulation with too many zombies for one mile. USA has less people on bigger land and its easy to hide in less populated areas.
