Obviously he's not black so what's the joke? I feel dumb for having to ask this but whatever.

Now actually answering: the joke is that all whites are morons in ethnical comedies (watch any black sitcom). Harold's PC friend? White. Kumar's geek friend? White. The mobsters? White. Neil Patrick Harris? White. The teenages? White.

It is ethnic comedy. She is a Russian Mobster's daughter. Kumar has Indian dark skin and she is oblivious to the fact that he isn't African-American. To her the lover has to be of whiter skin. This is purposely un-PC. It aims to jar a little and cause that double take surprise of "no, you didn't just go there!"
