Was Steppenwolf weaker than Doomsday?

That is probably a dumb question, but the evidence on screen sure seems to suggest that this is the case. I mean, Superman, Batman, and Wonder Woman had a pretty tough time battling Doomsday even when combining their efforts to the max. Superman even lost his life while defeating the monstrous behemoth. Whereas with Steppenwolf, Superman managed to knock him around with ease using little to no effort. Steppenwolf was barely a threat at all as soon as the Man of Steel showed up in both versions of this film.

You would think they would have used a far more powerful villain (like Doomsday, who was much harder to stop) for an ensemble film like this. However, maybe the idea was that they wanted an adversary that the other five heroes couldn’t defeat without Superman’s help and that’s why they needed him so badly. Perhaps that was intentional, which is fine. I think it worked.

Now that I think about it, even General Zod seemed much harder to stop. But that makes sense as him and Supes are evenly matched with the same powers. Was Zod stronger than Steppenwolf too? Sure seems like it, because Zod really gave Supes a difficult time while Steppenwolf barely had a chance at all against the hero.

They should had flipped the villains for BVS and JL. Steppenwolf could had been working with Lex Luthor and fight all 3 heroes in BVS. And then for JL, they have Superman die halfway through the movie but then be revived.

In the comics Doomsday took down Darkseid without breaking a sweat. So I'm sure Steppenwolf would be no match for him. I know that's comics, but I can't see why they wouldn't stick with it.
