For needing a high profile project to push your streaming channel, it's a good strategy. You only have to put up 70 mill for something many are curious about instead of putting up 300 mill for a brand new movie/series nobody cares about.
To be fair, I remember hearing rumors that Snyder wanted Joker in either BvS or Justice League. I think he wanted to shoot those scenes but never got the chance.
