I don't think there is any specific time setting..but I don't get a 90s vibe. The 90s was all about CRACK.

I think it was around late 2000's because it came out in 2018 and said he has been clean now for 8 years at the end of the movie.

The scene after his gf's OD when he calls his dad, his phone is a Motorola RZR which was all the rage in 2006, so it was mid-to-late 00's.
