Sooo I liked the movie, but how did Rice Cake Girl know the junk collector for him to be on her phone's list of men she slept with without any indication or irrefutable proof of the two of them having a coital affair or even know each other? He just was there for no reason but to create tension (plot filler) then? That's not a good thing to do, Mr. Screenplay writer.

I think it's pretty clear the girl and the junk man were there for business. What isn't so clear is:
a.) How did the junk man see the boy so clearly in the dark?
b.) How did the boy see the junk man so clearly in the dark?
c.) How is the boy able to recall seeing the man in his memory? Memory isn't a video player you can rewind and pause to examine for extra clues. Besides, anyone who is that hammered isn't going to have a very clear memory of anything the next day.
d.) What is a perv phone? How is taking a picture with it any different than taking a picture with it normally? And why do the two boys hassle that other girl about the phone? And wasn't it covenient (DEUS EX MACHINA?) that they did so in the presence of Mother?
e.) He doesn't know right from wrong, so why would the retard hide the fact that he killed the girl? That implies cunning, the ability to plan and a command of reason, none of which this guy has. When a character's abilities and traits to conveniently advance the plot it's called DEUS EX MACHINA.
f.) The girl bleeds when she's aroused? Well who does that? There isn't some medical condition that automatically makes your nose bleed whenever you're aroused. If a prostitute gets a nose bleed every time she has sex she'd be dead in a week. Talk about DEUS EX MACHINA.
g.) What kind of rinky-dink backwater police investigation accepts the kind of tenuous evidence provided in this case? They close a case with what? A golf ball. Then they switch guilt based on what? Blood on a guy's shirt. If you're sophisticated enough to test blood for a DNA match then you should know the value of circumstantial evidence and confessions from retards. As with the retard's ability to become smart and dumb from one scene to the next, this is also a DEUS EX MACHINA.
The use of DEUS EX MACHINA has been criticized for centuries. Relying on magic to advance your plot or solve a problem in a story is a sign of bad screenwriting. So while that "plot hole" mentioned in the OP may have an explanation it doesn't mean there aren't other problems with this story.
Oh, and acupuncture doesn't actually do anything beyond placebo. Granted, placebo is all she needed at the end, but still.

In fact, the junk man is the killer. If you watch the scene, the boy leaves after the rock is thrown. There's no break to indicate that something happens after the rock is thrown.
The junk man is lying to the mother, that's probably his story for if he is questioned by anyone.
Mother killed the right person. The only person who ended up getting screwed is the JP character, since he was really innocent.

First, they're in a small town where everyone knows (or at least had seen or knows of) everyone else. It would be too easy fur the junk man to include details of the son's mannerisms in an elaborate lie.
Second,even if the junk man never laid eyes on the son before the night of the murder, just observing the son's mannerisms would only prove the son was there (and the junk man saw him) which was not a disputed point by anybody.

a) It wasn't that dark that night. We were able to see clearly and so did the boy.
b) Again, refer to the above.
c) Due to his mental disabilities, he had a fragmented memory on which his mother knew how to make him remember things, ie, the rubbing of his temples.
d) A 'perv phone' is obviously a phone which has all the guys (pervs, in her words) she has slept with, almost like a client list. On a normal camera phone, it 'clicks' when a picture is taken. Her friend had adjusted it so that no noise is made, therefore, her 'clients' had no idea she was taking their picture. The two boys obviously hassled the other girl for the phone because they know their pictures are in it and want to delete it, clearing themselves of having anything to do with the dead girl.
e) He didn't hide the fact that he killed the girl. Like I've stated before and what is obvious in the film is that he has a very fragmented memory, therefore he does not remember killing her. The only thing he remembers is what we as the viewers saw - he followed her, 'someone' threw a brick at his feet. The next thing he probably remembers is getting into bed with his mum.
f) I don't remember anything about getting a nose bleed when she's aroused, I remember a scene in which the girl was with her friend and her nose just started bleeding for no reason. Her friend in the same scene said something about her always getting them these days and should see a doctor.
g) I find in almost every foreign film I've ever watched, the police to be completely inept at their job, almost to the point of ridiculousness!
The 'retard' as you put it, does not suddenly become smart and dumb from one scene to another - please refer to c).

I know this is a bit late but i've only just seen this awesome film. My thoughts are that the junk man was a usual client (hence the cell photo) and that he was there in the building as that is where they'd arranged to meet for a session. We see him roll out a mat as a makeshift bed, and also laying out rice, which he intends to pay her with. IIRC this is stated somewhere in the film by a group of kids, that this is how she got her nickname of ricecake girl; she is such a whore she will even accept rice as payment. Or I may have just dreamt that (?) The junkman simply hid from sight because a) he was scared (and old) and probably feared being attacked by an angry, younger, stronger male (he'd witnessed him picking up and throwing a large rock with ease), and again IIRC he mentions to the mother when she offers the free acupuncture, that he had some kind of (heart?) condition or b) as someone else already stated (and more likely) he didn't want it known that he was a regular client to a notorious local (under age) prostitute, which would obviously all come out if he had come forward as a witness. Even a junkman has some standards :)

shareWhen moon was killed that night, the flash back displayed the junk man opening a bag of rice. Obviously he was going to have sex with her. We assume that he's been with her more than once because his picture is on her phone.
Also when Mother goes to the junk man's warehouse, he asks her to spend the night. So the guy was obviously a sexual deviant.
