There is nothing wrong with making a sequel, the real question is who decided to make it a musical.

I don't think it was the studio, I don't think even they can be that dumb, I think they would have wanted more of the same, studio executives were not known for being creative.

That decision was definitely Todd Phillips. Probably got high while brainstorming 'ideas' for a sequel and that's how it came about.
