While the answer to these questions are not spoon-fed to the audience, we know enough (particularly from the previous film) that a weak Michael was not an oversight. It was done for a reason. Therein lies the greatness. It forces us to speculate upon the nature of Myers on a deeper level than previously required. Ends was an intellectually challenging exercise.
My personal guess is that what happened on Halloween Night, 2018, in the previous two films (which Laurie referred to as Michael's "masterpiece") has corrupted the town so much that he no longer has the market cornered on Evil. This is represented by the characters who subvert expectations, such as the marching-band gang of bullies. Now seriously... when have band geeks ever been portrayed so sadistically in art? Intentional choice. Michael is weak because his Evil power is being shared in this community.
One thing is clear. When Corey first stepped into the sewer and was confronted by Michael, we witnessed a montage via some sort of telepathy. Something dramatically supernatural took place. What? It happens again when he is pinned to the kitchen counter grasping Laurie by the throat, immediately before she's freed up and slashes his wrists. Perhaps both times we saw something that hadn't been explored since Jamie Lloyd kills and forms a telepathic connection to her uncle in Halloween 4/5 from a different timeline. He corrupts people to be killers if he deems they are capable and worthy of doing so.
Corey took a lot of abuse, too, for an ordinary human. He even stabbed himself in the throat, after being shot a couple times. But he wasn't dead until Michael returned and decided he should be dead. Up to that point, he treated him like an apprentice or even a son. Corey kills a homeless man literally seconds after being confronted by Myers—his first actual murder.
Laurie Strode will be the next killer. Mark my words... you heard it here first.
