I don't understand how the Foley guy's saliva and prints were found on random water glasses in peoples random houses....most notably the victims? It wasn't explained in depth in any way how they found him out not to have been the killer!

they mentioned that the sperm bank robbery was only a theory. they also mentioned that he was well known amongst the prostitutes, it's possible the killer may have tricked, blackmailed or simply paid a prostitute to take a DNA sample
as for his prints, they found one glass at one scene, easily stolen from his house and planted there

The best explanation I can come up with is that since the cop did frequent prostitutes, the serial killer observed him, stole glasses from restaurants, chose victims on the basis of whom the cop interacted with, whatever. Still the film is filled with numerous holes.
shareThe killer had planted evidence in the guy's house. Taking a used glass of water with him wile he was there to place in his next victim's house isn't rocket-science. And they found out Foley was not the killer because the actual killer contacted them with information only he would have after Foley was already executed.
