Likely because they were setting up Darkseid as the major villain over several films. Bizarro doesn't have any connection to Darkseid.
shareReally just one film was foreshadowing Darkseid with Batman versus Superman;granted a delete scene in Suicide Squad confirmed that Enchantress was trying to build a boomtube leading to Apokolips. They should had waited at least until a second Justice League to bring in any actual references to Darkseid.
Going back to the OP, I think an interesting alternative could had been Lex Luthor as the villain escaping prison and starting the Legion of Doom. They didn't have to be the JL's arch enemies, just some recognizable villains that they could use for action scenes like Deathstroke or Poison Ivy and Captain Cold.
