What was the point of 'The Chair'?

Those scenes were like a surreal dream or straight out of a really bad student film. What were the Coens thinking of? Why didn't the producers or whoever tell them to cut that rubbish?

The point of 'The Chair' was the point (of 'The Chair').

It's a metaphor for the Coen's career; a load of build up, with very little pay off = every Coen Brothers movie.
