The reason I asked the question is because I did feel in the last few episodes that the series was deliberately winding down with, as you say, the episodes tying up Jesse, Riley, Charley and Derek's plot threads. But then the final episode felt to me as though it was left open-ended. The revelation about Weaver's true intentions felt rushed to me and I was unsure as to whether or not the intention was to further explain in a third season before it was cancelled, but you have answered my question brilliantly.
I do feel a bit cheated out of a proper resolution though...

shareWho knows what was originally said, but the creators knew it was getting cancelled, so they winded down the show with that finale intentionally.
Allegedly, Josh Friedman had a rough idea of where the story was supposed to go (and could still go), but he didn't want to share it with anyone. I don't know if he's done so in the past decade, but he's also kinda faded, so maybe it just never came up again.
He shouldn't have wasted the 22 episodes of season 2 then. So many filler episodes, I felt like I was watching Boruto.

I don't think they knew it was getting cancelled at the beginning of the season...but yeah...lol we went from the truncated season 1 due to the writers' strike, to a season 2 that seemed to move at a snail's pace.

Fox just announced that they’re spending upwards of $157 million over the next two fiscal quarters to shoot a special two part resolution episode for this show, so don’t worry…a proper ending is coming.
