I definitely think 5.4 stars is underrating--but one can't argue with composites of many viewers. Perhaps a star or two either way is based on people disappointed because they expected another kind of film, people rating a film they haven't seen because they hate the actor in general, people influenced by critics before seeing the movie, etc.
Personally, I gave this 7 stars. Possibly because the last film I rented just before it was Fracture, which was so rife with illogic, plot holes, irrelevancies and so on that it made Bangkok Dangerous look good by comparison (its stars are in the 7 range; go figure).
Anyway, the plot of this movie generally makes sense, most of the cliches were given enough of a tweak to make them watchable, the characters held me, the action was relatively well-staged (if one accepts the incompetance of bad guy minions, which isn't unique to this movie), and the setting has definitely not been overused in English-language movies.
