It's not actually that bad. It's quite stylish in parts. If it was shot on film, it would look professional. Also, shooting on film allows you to change the camera speed so that you don't have to worry about hitting someone for real or slowing down your movements in a way that looks fake.

It's a wonderful mess! The scene where Jimmy stands up on moving motorcycle and shoots at a car behind him is pure magic.

I wonder what Van Damme thought of the Hard Target homage. Jimmy went on to appear in five of his movies.
