About having a qualified driver in the front seat.

During that scene where Meggy tells Combo "You know you're supposed to have a qualified driver in the seat" and he retorts "Are you going to report me?" and then just joyfully and in a playfully rude manner disagrees...

Did it not occur to him perhaps that on the road or anywhere else he is driving including that scene, someone from the outside could simply SEE him and the vehicle with the Learner (L) plate and the little child on the front seat and report him for that, even if completely without the aid of Meggy?

So based off on THAT alone, and Meggy could've also said "But what if someone sees it and reports you then?", should Combo have taken it into account?

I know Meggy in that scene was worried mostly because at the back he was being squashed but still...

Combo wasn't exactly a law abiding citizen. He threatened to slash three teenagers if he saw them again, he robbed a shop with a machete, he beat up Milky to within an inch of his life... I don't think he's that worried about a driving offence.
Another thing to remember is it was based in the 80s. Yeah, if he was trying that today, some cars going past will have dash cams fitted, pedestrians can take a photo with their smartphone, evidence. Dash cams and smartphones weren't a thing in the 80s. At most a person holding a camera could walk past, and even if they take a photo, it would be on film and need to be developed. Somebody would need to see him, choose to report him and remember his number plate. And if he denies it's his word against theirs.

The other thing I suppose, no matter what he did, until he kicked out the other guy, he was breakingthe law driving with an extra passenger. If Meggy comes into the front, Shaun goes in the back, if the police pull him over they'll notice he has 5 passengers.
