I remember when Batman 89 was originally to be rated 15 in the UK (equivalent to R in US) until they got the BBFC to create the 12 rating (equivalent to PG13)
I noticed Miller was running around naked showing his ass (something no one wanted to see) and it kept the PG-13.
But if Calle had done the same it would have gone straight to R and no doubt certain groups would bitch about demeaning and sexualizing women.
Interestingly, the UK DVD releases for both Batman and Batman Returns are rated 15.
