They really missed the mark what a Terminator really is. In T1, the T-800 would kill off its victims the first chance it got, in this one it more or less "played" around with its victim. The T-800 was utterly useless in Salvation.

A "little ol' girl", terminated the T-800 in T1! I guess "getting killed by a girl" is much more useful than the one in TS, eh?
Fact is both of them can be considered "useless" in terms of actually accomplishing their missions or even meeting any mission goals. Neither of them did, unless we consider getting blown up and crushed in the Cyberdyne plant and thereby causing the existence of Skynet in the first place accomplishment (which it may well be).
Both T-800s took heavy amounts of punishment before being terminated, both dealt a lot of damage and destruction, both ended up being terminated by its targets. It's just the T-800 in TS did all this in a much shorter time frame. That doesn't make it any more or less useless than the T-800 in T1.

In the first movie he throws around Sarah's friends boyfriend, in the second movie he throws around those couple of bikers and when he fights other terminators unarmed they seem to throw each other around into stuff

I expected the Arnold T 800 to use the weapon after he ripped the other terminator in half. He's done that in other scenes.
