He could've been mixed-race, besides the other reasons for them sending him there. This is another way in which the film screwed up: in the original comic, we never see any part of him uncovered, or hear his accent, so it is unclear what his race or background is.

Coulda had a tryst with a man that got him locked up in Larkhill. If he was bisexual, I doubt the fascist government would have parsed the difference in his favour.

It's left up to the viewers to decide but it's more than likely for political dissidence. V displays an interest in women and he's obviously not a foreigner.

When Finch is looking into Larkhill he asks some dude who all was taken there; the guy says 'undesirables'. This could include more than just gays but I like to think he was gay or bisexual.
