A very good President, primarily for his leadership qualities, but not the best. As previously pointed out, his 'New Deal' policies did not have a measurable effect on the Depression. Ten years in, unemployment and the economy were still stagnant. It was WWII that got things moving.

His weakness near the end of his third term allowed pressure from other parties to influence his decision to replace Wallace with Truman. We have Truman to thank for Korea and fanning the early embers of the Cold War. Had FDR stayed with Henry Wallace, a steadier hand may have been at the rudder following FDR. Wallace's reputation has been somewhat lost to history, but he was exceedingly well-regarded in that era, and political wrangling more than anything supplanted his place on the ticket in '44.

As far as being criticized for keeping the US out of the war, much of that was due to prevailing pressure among the populace. After WWI, Americans wanted to sit this one out. In actuality, FDR maintained communication with Churchill before Pearl Harbor, and subtly laid the groundwork for the US entering the war with logistical legislation and lend-lease policies with Britain. In fact, this set of circumstances is partially what led to theories that he knew of Pearl Harbor ahead of time and used it to bring the US into the war.

I think Washington/Lincoln easily take the top 2 spots in any top President debate.
