I didn't find Horshack to be all that intimidating to Mr. Kotter or the rest of the class though.

It's cool line. But rewatching it recently and Rorshach was flattering himself. Those inmates would finish him easily if jump with numbers. Like those police people. They all jumped at him and put him in prison.

Rorschach wasn’t implying that he was untouchable, he was making it clear that he welcomed anyone willing to take their shot.
