Has anyone mentioned Wong Kar-Wai's Chungking Express? It's one of the most mesmerisingly beautiful films I've ever seen. Great soundtrack, too. Zhang Yimou's Raise the Red Lantern comes a pretty close second.

The Orator is fantastic - a film from Samoa, not a place that is known for it's film industry ;) I highly recommend seeing it for something that is vastly different from anything else I've ever seen. Visually quite beautiful too. A great introduction to Samoan culture and life.
Boy is a great Kiwi film, so not foreign to me, but hilarious in my opinion.
Also loved The first grader, Miss Bala, Sarah's Key was good, up until the part where the protagonist went to America.
Boy A, Borstal boy, Hunger, Fish tank - all worth watching - British/Irish films.
