International films seem more real in general, make you FEEL more, and to me that's what it's all about. There are lots of great American movies too, don't get me wrong. Then again, probably more *beep* American ones also : )

I don't want to dispute the merits of this movie, but is it correct to call this a 'foreign film'? This tag is given to movies made outside America/Hollywood, by non-American filmmakers. Now this movie was directed by an American director, written by a (Hollywood) screenwriter in English. It only happened that the director decided to shot in French, for matters of authenticity.

It's no different than Clint Eastwood's Letters of Iwo Jima or Mel Gibson's last two movies, all Hollywood productions.

This world is a comedy to those that think, a tragedy to those that feel.

I agree with Eumenides. well, it's not about agreeing or not, since it is a fact. It is Not a French film. Films are not by the language spoken in the film, but production, then you can also refer to the makers and writers.
Also, I don't know why everyone here speaks as though Cinema started only 10 years ago or so. You ask about the best foreign film in the last few years or in general??
I didn't see anyone mention any 1960's films, for example. Truffaut, Godard anyone? Almodovar? Bergman? etc etc? maybe you need to dig more in European films, you will be amazed.

Dreams, 1990, Japanese director, cast & (mostly) crew but made in U.S.
The Piano, 1993, Australia
Como Agua Para Chocolate (Like Water for Chocolate), 1992, Mexico
Breaking the Waves, 1996, Denmark
Dancer in the Dark, 2000, Denmark
Picnic at Hanging Rock, 1975, Australia
Trois Couleurs trilogy (Three Colors trilogy), 1993/1994, Poland/France

Video Blues, 1992, Hungary - unfortunately you can't find this one. Saw it at a film festival and will never forget it.

I tend towards darker films that make you think, so if that's your cup of tea, I think you'd enjoy some of these. And these are definitely for mature viewers. Don't think I'd let my daughters watch any of these! (They are 5 and 7.) This list does not consider British films, of which I have many favorites, or Italian horror either, which I'm definitely into. Haven't yet seen The Lives of Others or Let the Right One In.
