Is he considered mentally challenged or sumtin? Or does trey just have it out for him?

Ive seen it on a doc somewhere. The Matt Damon puppet came out that way when it was made and they all made fun that it looked like it was retarded. It was a joke on the puppet, not Matt Damon, whom Trey & Matt say they actually like.
