The Wall came out on 1979. It sold a bazillion copies. Everyone knew the song in 1986.

Just because YOU know the song, doesn't mean most people know it. I was 11 when the album came out and 18 when the movie is set.
And I'm now 47 years old.
I can honestly say that I have never heard of this song. Of course I've heard of Pink Floyd but the only song of theirs I knew was Another Brick in the Wall
And I was at the right age to be a fan or know the song but I'm just not.
To make a point after reading your post I looked up the lyrics to Hey You and read them out loud at the table while out to eat with 3 friends. They are all 45-47 years old. None of them knew what I was reading or recognized it in any way.
