How did Ben Stiller recieve a Razzie for Worst Actor in Dodgeball???

Sure, he was over-the-top, but the character needed to be over the top.

I felt there was no way he deserved the Razzie.

Razzies don't mean jacks hit. Jim Carrey was nominated for a razzie in The Mask, which is a great film. Adam Sandler has had razzie nominations or wins for some of his good movies as well (I believe Happy Gilmore, The Waterboy, and Big Daddy). Razzie wins or nominations don't mean anything.
