How did they cover up the Rock's tattoos?

At the time of the movie, he didn't yet have the big tribal wrap tattoo.

I think he only had the bull on his arm

No, he had the big tribal at Wrestlemania 19, so he had the big tribal at the time of this movie

They used flesh colored makeup or CGI

It was make up.
The Rock stated on the commentary that he had his Samoan tattoo covered up and they gave him the special forces tattoo on his left arm instead.
I was also curious, because it's a pretty good cover up of his huge tattoo.

Just flesh-toned makeup.

Too bad it's not that easy to REMOVE tattoos.
