I understand that this is loosly based on some characters from "Whisper of The Heart", should I watch that film first, ive been waiting to see it, as its not out in Australia yet, but "The Cat Returns" is out.

The plots of both movies are almost 100% unrelated. There are theories that they don't even take place in the same world. However, it's better to watch anime movies in order they were made. That way, you can see the improvement in animation.
shareI don't think it matters which you see first. Baron was introduced as a character in 'Whisper of the Heart.' At least I think it was his introduction into this 'series.' The only thing is that you might be disappointed with 'The Cat Returns' if you see 'Whisper' first. I was. 'Whisper' is a much better film IMO.
