I agree with a lot of what you wrote. Personally, I can forgive a lot of the bad aspects, such as the CGI (especially the frequently flawed animation). It was odd though, that some parts were executed considerably worse than others. I'm guessing this was budget-related. (Im thinking specifically of the explosions, the animation of the penguins, all the scenes with the Senator and his "aide". Those are the worst that come to mind). But still, this could all be taken in stride, if the movie were to deliver otherwise. Unfortunately it does not.
What is unforgivable, imho, is the terrible script. I'm assuming that it was originally written in French (or maybe another language), but at any rate, what they made of it in English is really a mess. Unintentional comedy.
The editing was not ideal, either, because it often caused confusion rather than helping to clarify an already pretty convoluted story.
Speaking of the story: this needed cleaning up, not just through better editing and scripting, but through better writing to begin with.
At any rate, I wanted to like it, and with a fair number of script- and directing- tweaks, this could even have been somewhat decent, but as it stands, I couldn't give it more than 2/10.
