Yes, the content of this show does clearly demonstrate that liberalism is an evil failure.
However, at the same time, the makers of this show are clearly liberals, and this show is clearly liberal propaganda through and through. This show also very clearly displays the show makers' cognitive dissonance in regards to them having proven that their own ideology is an evil failure, yet still insanely reaching (and arguing in favor of!) the non-sequitur conclusion that their ideology is great, that they should still cling to it, and that non-liberals are evil.
This is evidenced, for example, in how the democrat mayor is represented as a glorious hero, and his Republican opponent is demonized, spoken of vulgarly, and told he is not welcome. Further cognitive dissonance-based insanity on the part of the show's makers is also evident in how they insanely never suggest to vote for Republicans even though the content of their show logically leads to the very conclusion that they must be voted for, since (as your OP seems to point out) not voting for them results in an eternity of exactly what the show represents.
The show is a condemnation of liberalism.
In a way, yes it is. But it is simultaneously also a glorification of liberalism and of all the immoralities/evil which liberals love.

It's funny how they vote 9-1 Democrat to Republican when all the crime and poverty stay the same. Baltimore just had their most murders per capita of all time.
The thing is that the blacks think Republicans will cut off welfare and are racists. In reality, they want them to get off welfare with work which will get them out of poverty. You can't get out of poverty by getting on welfare. Welfare is poverty.
One in 10 Baltimore residents sign up to the waiting list for section 8.
Of course the ethnic underclass seeks increased welfare transfers and tries to use their democratic power to achieve that. And the majority of Americans struggle to prevent that, because they know that an ethnic group that they have little in common with, and often are subjected to violent crime from, will be the ones benefiting to the detriment of all others.
Or maybe you just conveniently missed all those scenes where the republican district attorney from Annapolis literally REFUSES to help them out over a petty political rivalry. I believe what he said was, "Good luck with your crime problem."
I'll say it a second time: watch the show again. Try to leave your preconceived notions at home this time. You might see more of what's there instead of what you want to be there. I don't think I've ever met anyone who misconstrued the meaning of this show so badly.

Have you considered that Obama doesn't like that aspect of politics and that's precisely why he likes the show. Also, the garbage you just spewed could just as easily be applied to conservatives. It's not as though they can be considered any less corrupt or failed.
