Why did he dislike Harry so much?

Hagrid was the Groundskeeper and he loved Harry.

What was Filch's job? I thought Hagrid was in charge of creatures.

Castle Caretaker. And if you're talking about Filch, he hates every student.

I think it is because he can't use magic, it is envy, and yes, that applies to all students.

Filch hated all the kids at that school due to jealousy. He was a Squib, someone born to a family of wizards and witches, but had no magic himself. It's a humiliating disability to have in the Wizarding World, because you get to watch all these people enjoy a gift you will never have no access to. Even worse, such people don't fit into the Muggle World either, because of their knowledge of the Wizarding World makes them too dangerous to try living as a Muggle and accidentally spilling the beans about it. Squibs have a really hard time finding jobs in the Wizarding World, or even functioning in that society without magic. They are ostracized by many simply for that.
