Judging by how you titled the thread, then off the top of my head I could remember two other spy movies with a similar rating:
Red (2010/I, 7.0/10), and "This Means War" (6.3/10).
Oddly, both have starring actors who are or have been associated with Star Trek, directly or not so much:
• Red (2010) stars Bruce Willis, Karl Urban (Dr. McCoy in Star Trek (2009)), Helen Mirren, Morgan Freeman, Ernest Borgnine.
• "This Means War" has Chris Pine (Star Trek (2009)) and Tom Hardy (Star Trek: Nemesis), and Til Schweiger (who played in a Star Trek spoof "(T)Raumschiff Surprise - Periode 1"). And Reese Witherspoon, Angela Bassett, and Rosemary Harris (Aunt May in Spiderman films).
"The Recruit", on the other hand, is not this glamorous pew-pew-pew thingy, but more intense, with a better story and better music (by Klaus Badelt). Not that this film somehow wouldn't want to serve its purpose...
So I guess there are also spy movie subgenres: glamorous pew-pew thingies (Bond, etc.), and those based on real life, such as possibly this, and Fair Game. The latter even more so, because it's based on actual historical events.
