I dont' get it , why Isabella can be one of the traid but not discovered

Why the secret service agent Isabealla can secretly work in the triad for the US secret service?

I dont' get it ? Eveytime Lee and Carter lifes were in danger, she came into help. But why Isabealla was not discovered she was a woamn from US secret service?

Because she disguised herself as a crooked US Customs agent.

The triad head can trust a crooked customs agent? It's not very good storyline then....

She disguised herself as a crooked customs agent. She probably performed certain actions (i.e. crimes) to gain their trust over a period of time.
