James Bond's cover being blown in the beginning. How is that even possible?

In the beginning when Bond takes the place of that guy with the shades, in a few minutes his cover is blown right away with an electronic ID check blowing his cover yada yada.

How is that even possible? Wouldnt MI have done more like temporarily erase James Bond ID records or whatever?

That doesn't really explain why at the very beginning how his cover was blown right away
