The police seemed to be more concerned about the safety of the thieves than the truckers they were attacking. The truckers are shown as faceless villains who use guns to defend themselves from the criminals who use violent methods to rob them.

The truck hijackers are portrayed as the protagonists while the truckers (their victims) are not shown in any sort of sympathetic light at all. The script was written so that the audience would cheer for Dom and his friends. In the end Brian aids Dom's escape. Dirty cop and violent thief portrayed as the good guy.

I don't think Dom and his crew are ever portrayed as "good guys" until the 4th movie in the series. Dom never tries to morally justify their actions. They do it to fund their illegal activities, they aren't doing it for the greater good.
