That's because Chuck Norris is uber power. He got annoyed at Galactus, then went on a rage and then killed everything in Marvel Universe. Afterwards he went and killed everything else that ever existed in a comic. When Stan Lee and friends tried to recreate Marvel U again, the damage was so severe (he apparently ate the paper they where created from), that the best they can do is bring back Galactus as the cloud you see in FF2.
