That was a very 90s thing. Most teenagers on tv and movies were usually played by late 20 somethings and even 30 somethings. That stopped after like mid 2000s when Disney and Nickelodeon show, who usually used teenagers to play teenagers, started to get super popular and the rest of the shows and movies changed as well because of their popularity.

Usually adult actors are hired because you need on set tutors and child actors can only work specific hours which makes it harder for films which are on very set deadline. I believe in fact the girl with the cast,Dunst and Dushku were the only teenagers in the ensemble and Dunst was the only person under 18.

Teenagers are hardly cast for teenage parts because of laws with minors. Most people play younger because of those laws alone. This has been going on for decades, nothing new. Gabriele fit the part. She didn't look "old", hell she's in her 40's now and still looks amazing. Black doesn't crack,
