They don't even make a big deal about who's going to step out on Mars' surface first

They are the first manned mission after all. But they just casually go out of the lander and don't even comment about how it's mankind's first steps or something.

Can you even remember who stepped out first, if you haven't watched the movie for some time?

I just re-watched this flick after many years and checked that scene again after seeing your question here. It's Val Kilmer's Gallagher who steps out first.

And yeah, he doesn't say anything profound or catchy - his first words were, "Okay, Okay, take it easy", as they carry Terence Stamp out lol. Maybe Terrance Stamp's character would've said something good if they'd landed under ideal conditions.

I thought the same thing. First step on MARS?!?! Ca'mon!!!!

I feel they had larger things going on at the time, like the possible complete and utter failure of the mission. kind of a dyer situation to worry about pointless trivialties like that.
if mankind survives - as it seems they will by the end - they can always look back and recount who first set foot, and celebrate.
