Is this movie in Public Domain?

The movie is included in a bargain set titled "12 movies horror classics" for $5. All movies in the set are in PD.. even, it has "Th Blob" Of course is a non masterized print, full screen and washed colors... I don't think "The Blob" is in PD.. if not.. somebody is in big trouble for included in the set...

Its probably public domain in Japan, yes

If it's Public Domain, that means nobody owns the rights

It should belong to Ishiro Honda who directed the movie

Nope. 95 years from date of publication. That makes it 2051.
