shareMy reply to the OP who is probably long gone is, yes, the movie picks on the former Soviet Union.
But Space Cowboys is not a documentary. It has the logic of an action movie. Look at "Armageddon" to see how crazy these space action films can get. And there are plenty of things in Space Cowboys which make no sense. But the US audience just wants to be entertained about 70 year old guys flying a space shuttle.
So, we understand what kind of movie this is. And that lots of this is action movie fantasy. This includes what most of the audience knows, that there is no evidence of the Soviets putting nuclear weapons in orbit (from US spy satellites). But the movie needs an idea to move the story along and the Soviet satellite was it.
