Why aren't the Griffins in prison?

They killed many people but they were never punished for this, they only stayed briefly in prison for some minor crimes.

I think Quagmire would be the biggest criminal amongst the cast.

Do you have statistics to back that up? I would like to see how many people each character killed in the show, to be truthfully able to rank every character to find out who the 'biggest criminal' actually is.

Quagmire doesn't seem to kill that many people, though.
