Besides the scene when he rapes the gorgeous neighbor they should have done more scenes of him in society doing crazy things, getting revenge on people he doesnt like, raping an other woman, stealing in a fancy jewelry store, etc...
with a bit of imagination the producers could have come up with super entertaining stuff

Hollow Man was typical Verhoeven, filmed expertly to the point with zero time wasted on anything other than keeping the story moving along and character's motivations clear. Adding more hijinks to him being outside would just slow things down (the highlight of the movie is him scaring those kids in the car hehe).
