Bland and forgettable
I always confuse this one with Tomorrow Never Dies. They're like twins, both are bland and forgettable Bond-movies. Have no similar problem with other Bonds.

shareBoth are mid-Brosnan films with similar sounding names and neither are great Bond films, but this one is much better than the dreadful Tomorrow Never Dies, which was the first truly classless Bond film.
Personally I'd rather watch either of those than Dr. No or the Man with the Golden Gun. Those are boring.
shareJust rewatched this and yes, it's definitely bland.
The start is pretty good - although as a purist, I don't like that it's actually split into two distinct pieces. I'm not sure but maybe it's the only Bond intro to do so?
But otherwise, once the oil pipeline stuff really sets in, it's almost reaching QOS levels of boredom.
Weird though, I seem to remember thinking TND was pretty good.
