So I was just thinking about this movie today and a question came to mind: what exactly was the "phantom menace" in this movie????

Was it the bad guy with the face paint and double-ended lightsaber who was in like two scenes?

Maul revealed himself. Palpatine stayed hidden throughout TPM. Id say palpatine is the phantom menace

The Phantom Menace is the movie itself. It's a menace to anyone who has to sit through the dreadful thing.

Pay no attention to the man behind the curtain.
